 Report Handler

The :term:`report handler` can run :term:`reports <report>` - but that
is about as defined as things get at the moment.

As time goes on this handler may grow in terms of feature set.  For
now it really just orchestrates the "running" flow and each report is
free to write data to file, send email, or not etc.

The :term:`app handler` is responsible for creating the report
handler via
:meth:`~wuttjamaican.app.AppHandler.get_report_handler()`::

   app = config.get_app()
   reports = app.get_report_handler()
