 Problem Handler

The :term:`problem handler` can run :term:`problem checks <problem
check>` and email the admin about various issues with the data etc.

Typically the :ref:`wutta-problems` CLI command is scheduled to run
nightly, which invokes the problem handler.

The :term:`app handler` is responsible for creating the problem
handler via
:meth:`~wuttjamaican.app.AppHandler.get_problem_handler()`::

   app = config.get_app()
   problems = app.get_problem_handler()
